Quick answer: For a first-time buyer, the Hartford County towns differ most in property taxes, home prices, housing age and utilities. Mill rates for fiscal year 2026 to 2027 run from 27.36 in Farmington to 47.24 in East Hartford, and Hartford's 69.95 is applied to a lower assessment ratio than every other town. Redfin's median sale prices for the three months ending August 2026 ran from about $330,000 in East Hartford to about $635,000 in Avon, so the right town depends on your monthly number, not the list price alone.

I'm Rachel Natal, a Realtor licensed in Connecticut and Massachusetts with Real Broker LLC. When buyers ask me which town to look in, I don't answer with a ranking. I compare the things that change your monthly payment and your repair risk. Here is that comparison, using only facts I could verify.

How should a first-time buyer compare Hartford County towns?

Start with the monthly payment, not the price.

  1. Taxes: the mill rate, the assessment and the last revaluation year.
  2. Special districts: some towns add a fire district or tax district on top of the town rate.
  3. Utilities: public water and sewer, or a private well and septic system.
  4. Housing age and type: older homes, condos and two-families each bring their own checks.
  5. Commute: drive it at the time you would really travel, and look at train and CTfastrak options.
  6. Foundation and flood checks: crumbling foundations in some eastern and north-central towns, and flood zones near rivers.

I will not tell you which town is "best." That depends on your budget, your commute and the house itself.

How do property taxes compare across Hartford County towns?

Assessed value x mill rate, divided by 1,000 = yearly property tax

Here is the same $200,000 assessed value at each town's mill rate for fiscal year 2026 to 2027:

  • Farmington (27.36): $5,472 a year, about $456 a month.
  • Newington (29.41): $5,882 a year, about $490 a month.
  • Glastonbury (33.81): $6,762 a year, about $564 a month.
  • Wethersfield (39.98): $7,996 a year, about $666 a month.
  • East Hartford (47.24): $9,448 a year, about $787 a month.

Now the caveat that matters. Connecticut assesses at 70 percent of market value as of the town's last revaluation, and towns revalue on different years. Newington's rate sits on October 1, 2025 values. East Hartford's sits on 2021 values, which are usually further below today's prices. So a lower mill rate does not always mean a lower bill. Compare actual tax bills on similar homes.

  • Revaluing as of October 1, 2026: West Hartford, East Hartford, Manchester, Farmington and Vernon. Where the town has announced it, bills on the new values start July 2027.
  • Hartford is different. Homes with 1 to 3 units and residential condos are assessed at 36.75 percent of value, not 70 percent. A home the city valued at $200,000 is assessed at $73,500, and at 69.95 mills that is about $5,141 a year, or about $428 a month. The city deferred its next revaluation to October 1, 2027.
  • Fire and tax districts add to the town rate in Bloomfield, Windsor, Berlin, Simsbury, Cromwell and parts of Manchester, Avon and Farmington.

Which towns have more condos and two-families?

Condos and two-families are common first steps. By share of housing units:

  • 2 to 4 unit buildings: Hartford about 35 percent, Vernon and Manchester about 18 percent, East Hartford about 15 percent, West Hartford about 14 percent.
  • Attached homes, often townhouse condos: Newington and Cromwell about 16 percent, Rocky Hill about 13 percent, Avon and South Windsor about 11 percent.

For a condo, review the fee, budget and reserves. For a two-family, ask your lender how they count rent.

Where are wells and septic more common?

MDC member towns (Hartford, West Hartford, East Hartford, Wethersfield, Newington, Windsor, Bloomfield and Rocky Hill) mostly have public water and sewer. Wells and septic show up more in:

  • Avon, Simsbury and Farmington: the Farmington Valley Health District keeps well and septic records.
  • Glastonbury: private wells in parts of town, and sewer only in certain areas.
  • Cromwell, Berlin and Bloomfield: some homes use septic or a well.

Budget for a septic inspection and water test, and confirm service for the address.

Which towns have a train station or CTfastrak?

  • Hartford Line stations: Hartford (Union Station), Windsor and Berlin.
  • CTfastrak busway stations: Hartford (Sigourney Street, Parkville, Kane Street), West Hartford (Elmwood, Flatbush) and Newington (Newington Junction, Cedar Street).
  • Weekday express buses: Avon and Simsbury have CTtransit express routes to downtown Hartford.

Where do crumbling foundations and flood zones matter?

Crumbling foundations come from pyrrhotite in concrete, mostly in homes built from 1983 to 2015 within 20 miles of the J.J. Mottes Concrete Company in Stafford Springs. On CRCOG's map, East Hartford, Manchester, Glastonbury, South Windsor and Vernon are "affected," and Bloomfield is "potentially affected." For homes from those years, consider a foundation inspection by a licensed engineer.

For flooding, check FEMA maps near the rivers. Simsbury reports more than 1,000 parcels in the flood zone, Farmington has new maps taking effect November 13, 2026, and parts of Cromwell, Rocky Hill and South Windsor sit in flood zones along the Connecticut River. Ask your insurance agent for a quote before you commit.
