Quick answer: Cromwell is a small Middlesex County town on the Connecticut River, about 14 miles south of Hartford and 28 miles from New Haven. For fiscal year 2026 to 2027 a homeowner pays two mill rates added together: 29.28 for the town and 3.66 for the Cromwell Fire District, for a total of 32.94. Roughly 4 out of 10 homes here are condos, townhouses or apartments, and parts of the south end near the river are in a flood zone.

I'm Rachel Natal, a Realtor licensed in Connecticut and Massachusetts with Real Broker LLC. This guide covers what I would want you to understand before you write an offer in Cromwell: the two tax rates, condo questions, flood zones and the commute.

Why do buyers choose Cromwell?

Location and price range. Cromwell sits between Hartford and New Haven with two highways, and Middletown is next door. With so many condos and townhouses, buyers often find a lower-priced way in here than a detached house would allow.

The older part of town around Main Street has two national historic districts and riverfront parks such as Riverport Park at Frisbee Landings. The town also has Pierson Park, Watrous Park and River Highlands State Park. TPC River Highlands, the private golf club that hosts the PGA Tour's Travelers Championship, is here too. Most everyday shopping is along Route 372.

Here is the honest part. Condo living means monthly fees, and not every association is in the same financial shape. The town's own plan says traffic is heaviest along Route 372 near the highway ramps. And low land near the rivers can flood.

How competitive is the Cromwell housing market?

Competitive. Redfin's data for the 06416 ZIP code, which is Cromwell, showed a median sale price of about $425,000 for the three months ending August 2026. That was up roughly 13 percent from a year earlier. Homes sold in a median of 19 days, and about 3 out of 4 sold for more than the list price.

What that means for you in real life:

  • That median blends condos and houses, and Redfin counted only 59 sales in those three months. Ask for sold data on the type of home you want.
  • Nineteen days is quick. Get pre-approved before you tour.
  • With a condo, ask your lender early whether the association meets the rules for your loan type.

What types of homes can you find in Cromwell?

Condos and townhouses

The town's 2024 Plan of Conservation and Development says 56 percent of housing units are detached single-family homes, 19 percent are attached single-family homes such as townhouses, and the other 25 percent are in multi-family buildings. Before you commit to a condo, review the monthly fee, the budget, the reserve fund, any special assessments and the rental and pet rules.

Single-family homes

Detached houses are still the majority. Census Bureau survey data shows that about 44 percent of all housing in Cromwell was built in the 1970s and 1980s, so expect plenty of raised ranches, Colonials, Capes and split-levels.

Older and historic homes

About 15 percent of the housing was built before 1940. The Middletown Upper Houses Historic District, a small area near the river, has buildings that date from 1750 to 1810.

Two- to four-unit homes and new construction

You will find some two-, three- and four-unit buildings. About 9 percent of the housing has been built since 2010, so newer options do come up.

What are the different areas of Cromwell like?

I will not tell you which part of town is "best." What I can do is describe the housing and what is nearby so you can match it to your budget, your commute and your routine.

  • Historic downtown and the riverfront: the south end of town along Main Street (Route 99). Older homes, two national historic districts, shops and restaurants, and the riverfront parks. Much of the low land is in a mapped flood zone.
  • The Route 372 corridor: West Street and Berlin Road, close to the I-91 and Route 9 ramps. This is the main commercial strip, with shopping centers and hotels. Town Hall is on West Street.
  • The northeast part of town: the area around TPC River Highlands. The public water wells and the aquifer protection area are in this corner.
  • Shunpike Road (Route 3) and the west side: the town's business and industrial areas are concentrated along the Rocky Hill line and west of I-91 toward Berlin.

For schools, contact Cromwell Public Schools to confirm school assignment for a specific address. Do not rely on a listing for that.

How do property taxes work in Cromwell?

Connecticut towns tax real estate using the assessed value and the mill rate. The basic math is:

Assessed value x mill rate, divided by 1,000 = yearly property tax

Cromwell has a twist. You pay a town mill rate and a Cromwell Fire District mill rate. For fiscal year 2026 to 2027 that is 29.28 plus 3.66, or 32.94 in total.

Example: a home with an assessed value of $200,000 would owe $5,856 to the town and $732 to the fire district. That is $6,588 a year, or $549 a month.

Three things to know:

  1. Assessed value is not the sale price. Connecticut assesses real estate at 70 percent of market value as of the last revaluation. Cromwell's last revaluation was in 2022, so assessments are below what homes sell for today.
  2. Check that a listing's tax figure includes both parts. Also, the fire district tax does not pay for your water. The district's Water Division says it runs on water bills, not property taxes.
  3. The next revaluation is scheduled for October 1, 2027. New values would typically first show up on the tax bills due in July 2028.

What should a Cromwell home inspection cover?

Beyond a standard home inspection, talk with your inspector and your attorney about:

  • Condo documents: meeting minutes, the master insurance policy and any planned special assessments. The inspection covers your unit. The documents cover what you share.
  • Septic system: if the home has one, have it pumped and inspected.
  • Grinder pumps: some homes on sewer use one. Ask how old it is and who is responsible for repairs.
  • Water in the basement: ask about any history, and check the flood map.
  • Roof, windows and heating: the age of each.
  • Oil tanks and radon: check the age of any oil tank and run a radon test.
  • Lead paint: common in homes built before 1978.

What about water, sewer and heat?

Public water comes from the Cromwell Fire District's Water Division, which says it serves 99 percent of the town from four wells. Water is billed quarterly.

Sewer is run by the town. According to the town's plan, the sewer system serves about 75 percent of the community and the rest uses private septic systems. The annual sewer usage rate for 2026 to 2027 is $305. Wastewater is treated at the Mattabassett District plant, which is in Cromwell.

Confirm water, sewer or septic for the exact address. Also ask what fuel heats the home.

What should buyers know about flood zones in Cromwell?

The Connecticut River forms the town's eastern edge and the Mattabesset River runs along the south. The town's 2024 plan calls flooding along those two rivers a primary concern and says much of the land in south Cromwell falls within the 1 percent annual chance flood zone. FEMA maps that as a special flood hazard area.

Many addresses are outside the mapped zone, but do not assume. If a home you like is in it:

  • A lender will typically require flood insurance on a federally backed mortgage. Get a quote before you make an offer.
  • An elevation certificate from a licensed surveyor can help an insurance agent price the policy.

The town posts its FEMA flood maps online and shows flood zones on its GIS map.

How is the commute from Cromwell?

  • Downtown Hartford: about 14 miles north. Often 20 to 30 minutes by car on I-91, depending on the time of day.
  • Downtown New Haven: about 28 miles. Often 35 to 50 minutes on I-91.
  • Route 9: runs south through Middletown toward I-95 and north toward New Britain and I-84.
  • Bus: CTtransit route 55 runs along Main Street between Hartford and Middletown, and other CTtransit routes stop along Route 372. Check the current schedule.

Test your actual commute at the time you would really drive it before you make an offer.

How to buy a home in Cromwell, step by step

  1. Start with your monthly number. Include the mortgage, both mill rates, insurance, any condo fee, and water and sewer.
  2. Get fully pre-approved. If you are looking at condos, tell your lender up front.
  3. Ask about first-time buyer programs. Your lender can tell you whether you qualify for a Connecticut Housing Finance Authority (CHFA) loan or down payment help.
  4. Decide your must-haves and your nice-to-haves.
  5. Tour with a condition checklist. Look at the roof, heating system, electrical panel and basement.
  6. Write a clean, well-supported offer. We review recent sales together first.
  7. Move through attorney review, inspection, appraisal and closing. Connecticut closings are handled by attorneys, so bring one onto your team early.
