Quick answer: South Windsor is a Hartford County town on the east side of the Connecticut River, less than 10 miles northeast of downtown Hartford. The real estate mill rate for fiscal year 2026 to 2027 is 37.01. It is also on the Capitol Region Council of Governments list of towns affected by Connecticut's crumbling foundations problem, so for any home built between 1983 and 2015, checking the foundation belongs in your plan from day one.

I'm Rachel Natal, a Realtor with Real Broker LLC, licensed in Connecticut and Massachusetts. Here is what I would want you to know before you make an offer: taxes, market pace, utilities and a calm, practical look at the foundation issue.

Why do buyers choose South Windsor?

Hartford is close, I-291 crosses the southwest corner of town and I-84 is next door in Manchester. Evergreen Walk is on Buckland Road, with Target and Lowe's nearby. And about half of the housing was built in 1980 or later.

Town parks include Nevers Park, Veterans Memorial Park, Wapping Park and the Major Donnelly Preserve. Main Street, on the west side, runs past two National Register historic districts.

Here is the honest part. The mill rate went up this year, from 35.61 to 37.01. Homes sell quickly. And many newer homes fall in the years tied to crumbling foundations. That is a reason to go in prepared, not to skip the town.

How competitive is the South Windsor housing market?

Very. Redfin's data for the 06074 ZIP code, which is South Windsor, showed a median sale price of about $457,000 for the three months ending August 2026, up roughly 6 percent from a year earlier. Homes sold in a median of 10 days, and about 73 percent sold for more than the list price.

What that means for you:

  • Be fully pre-approved and ready to tour the first weekend.
  • On a home from the affected years, keep the right to have the foundation checked, even when you are moving fast.

What types of homes can you find in South Windsor?

Single-family homes in subdivisions

About 7 out of 10 homes are detached houses. According to Census Bureau survey data, the 1980s were the biggest building decade, with close to a quarter of all housing, and the 1950s and 1960s add a little under 3 in 10. Expect many Colonials, plus ranches and Capes.

Condos and townhouses

The rest are townhouses, condos and apartments. Review the fee, the budget, the reserves and any special assessments. In a complex built between 1983 and 2015, ask the association in writing what it knows about its foundations.

Older homes and new construction

About 7 percent of the housing was built before 1940, and Main Street is where the historic districts are. About 9 percent has been built since 2010. To compare options, see my guides for nearby Manchester, East Hartford and Windsor.

What are the different areas of South Windsor like?

I will not tell you which part of town is "best." What I can do is describe the housing and what is nearby, so you can match it to your budget, your commute and your routine.

  • Main Street and the river meadows: the west side of town. Main Street runs north to south near the Connecticut River, with older homes, farmland and the East Windsor Hill and Windsor Farms historic districts. The low land between Main Street and the river is mapped by FEMA as a flood zone.
  • The Route 5 corridor: John Fitch Boulevard, a commercial and industrial road with the I-291 interchange.
  • Wapping and Sullivan Avenue: Wapping is a village name still used in town, as in Wapping Park. Town Hall is at 1540 Sullivan Avenue.
  • Buckland Road and Evergreen Walk: the south end near the Manchester line, with shopping, bus service and a short hop to I-84.

For schools, contact South Windsor Public Schools to confirm which schools are assigned to a specific address. Do not rely on a listing for that.

How do property taxes work in South Windsor?

Connecticut towns tax real estate using the assessed value and the mill rate. The basic math is:

Assessed value x mill rate, divided by 1,000 = yearly property tax

Example: a home with an assessed value of $300,000 at the current 37.01 mill rate would be $11,103 a year, or about $925 a month.

Three things to know:

  1. Assessed value is not the sale price. Real estate is assessed at 70 percent of market value as of the October 1, 2022 revaluation, which is below today's prices.
  2. A foundation problem can change the assessment. State law lets the owner of a home with a defective concrete foundation have it reassessed. If that happened, the tax amount on the listing may not be the long-term number. Ask the Assessor's Office.
  3. The next revaluation is scheduled for 2027. New values would typically first show up on the tax bills due in July 2028.

The town sewer fee for fiscal year 2026 to 2027 is $514 per single-family home or condo unit.

What should a South Windsor home inspection cover?

Beyond a standard home inspection, ask about:

  • Foundation: for homes and additions built from 1983 through 2015, a separate evaluation by a licensed professional engineer.
  • Roof, heating and cooling: the age of each.
  • Basement water: grading, sump pumps and any staining.
  • Well and septic: if the home has either one, have it tested and inspected.
  • Oil tanks, radon and lead paint: check the age of any oil tank, run a radon test and ask about lead paint in homes built before 1978.

What about water, sewer and heat?

Public water depends on the street. The Metropolitan District (MDC) serves parts of town, and state regulators also list Connecticut Water and the Manchester Water Department as providers here. Ask which one serves the address, or whether there is a well.

Sewer is run by the town's Water Pollution Control division, which operates the treatment plant on Vibert Road. Confirm that the home is on town sewer, not septic, and ask what fuel heats it.

What should buyers know about crumbling foundations in South Windsor?

What it is. Some concrete poured in north-central and eastern Connecticut contains pyrrhotite, a naturally occurring iron sulfide. Exposed to oxygen and water, it slowly breaks the concrete down. The state traced it to stone used by the J.J. Mottes Concrete Company in Stafford Springs.

Which homes are at risk. State programs cover homes built from 1983 through 2015 within about 20 miles of that plant, plus additions from those years. South Windsor is shown as "affected" on the Capitol Region Council of Governments map. Not every home built in those years has the problem.

What the seller discloses. Connecticut's Residential Property Condition Report asks whether the foundation is concrete and whether the seller knows of foundation problems, testing, repairs or pyrrhotite. Sellers answer from what they know, so the form is not a test result. Foreclosed and town-owned homes in affected towns use a separate Residential Foundation Condition Report.

Visual inspection versus core testing. A visual inspection is a licensed professional engineer's opinion based on looking at the concrete. A core test drills samples and sends them to a lab to see whether pyrrhotite is present and how much. Only the core test answers that. It costs more and needs the seller's permission, so we plan for it in the offer.

What CFSIC is. The Connecticut Foundation Solutions Indemnity Company (CFSIC) is the insurance company created under state law to help pay for replacing eligible foundations. As of 2026 it caps concrete work at $205,000 per eligible home, or $82,000 per condo unit, and it does not pay for things like decks, landscaping or temporary housing. CFSIC has said it will not accept new claims after June 30, 2030.

What I suggest. Ask for every document the seller has: engineer reports, test results, CFSIC paperwork and permits. A replaced foundation with a full paper trail is a known quantity. If a claim is open, have your attorney ask CFSIC how a sale affects it. And leave time in your contract for your own engineer.

How is the commute from South Windsor?

  • Downtown Hartford: less than 10 miles southwest. Often 15 to 25 minutes by car, depending on the time of day.
  • I-291: crosses the Connecticut River on the Bissell Bridge to I-91 in Windsor, and runs the other way to I-84 in Manchester.
  • Bus and train: CTtransit routes 96 and 92 run through town, and there is a park and ride lot on Ellington Road. The nearest CTrail Hartford Line stations are across the river in Hartford and Windsor.

Test your actual commute at the time you would really drive it before you make an offer.
